September 9, 1850 State of California granted statehood

March 12, 1859 [Los Angeles Star]: “Mr. Speaker: The undersigned, on special committee, to whom we were referred certain resolutions introduced into this Assembly by the Hon. A. Pico, on the 7th of February last, proposing to segregate a portion of the lower part of the State of California and erect the same into a Territory, to be called, according to said resolutions, Territory of Colorado, have had the same consideration, and beg to leave to offer the following as their minority report on the same:

The first of said resolution proposes the consent of the Legislature of the State of California 'that all of that part of said State of California which lies south of the 5th standard parallel, south of the Mount Diablo base line, composed of San Luis Obispo, Santa Barbara, los Angeles, San Diego and San Bernardino, including all of the islands lying opposite to its adjacent coast, to wit: San Miguel, Santa Rosa, Santa Cruz, San Nicolas, Anacapa, Santa Catalina and San Clemente, be separated from said State and organized as a Territory of the United States, under the name of the Territory of Colorado...”
